EUD har hjemsted i Bruxelles, Belgien, og er en non-profit europæisk ikke-statslig organisation (ENGO), hvis medlemmer består af nationale døveorganisationer (NAD'er).

The European Union of the Deaf (EUD) was founded in 1985. It is the only supranational organisation representing Deaf people at European level and is one of the few ENGOs representing associations from all of the 27 EU Member States, in addition to Iceland, Norway, Switzerland and the United Kingdom. EUD aims to establish and maintain EU level dialogue with its relative institutions and officials, in consultation and co-operation with its member NADs. EUD is a full member of the European Disability Forum (EDF) and is a Regional Co-operating Member of the World Federation of the Deaf (WFD) to tackle issues of global importance, and also has participatory status with the Council of Europe (CoE). 

EUD is a recipient of the Citizens, Equality, Rights and Values (CERV) programme. The CERV programme seeks to support and develop open, rights-based, democratic, equal and inclusive societies based on the rule of law. That includes a vibrant and empowered civil society, encouraging people’s democratic, civic and social participation and cultivating the rich diversity of European society, based on our common values, history and memory.

Det er EUD's vision, at døve mennesker i hele Europa skal være ligeværdige i både offentlige og private aspekter af livet. De vigtigste mål, som EU ønsker at realisere, er: anerkendelse af retten til at bruge et indfødt tegnsprog, empowerment gennem kommunikation og information samt ligestilling inden for uddannelse og beskæftigelse.
