22. kuupäevalnd of April EUD followed a webinar on passengers’ rights in the European Union. The webinar was organised by the European Disability Forum (EDF).
There are five EU regulations on different transport modes: air, rail, long-distance bus and maritime and inland waterways. These pieces of legislation, created between 2006 and 2011, continue to have gaps which often discriminate against persons with disabilities, including deaf persons. In the webinar, Marie Denninghaus, EDF Policy Coordinator, informed EUD about the current evaluation by European Commission of these regulations in the period 2020 – 2021, and how Organisations of Persons with Disabilities (OPDs) can influence their evaluation.
Mher Hakobyan, EDF Accessibility Officer, outlined the current situation per regulation. He explained the rights protected under Air (EC) Regulation No 261/2004, and the current roadmap consultation to review its application. Following a public consultation in summer 2019, a final evaluation text is expected for the end of the summer and early Autumn 2020.
Marie Denninghaus, explained that the revision of the Rail Regulation (EC) No 1371/2007 is under discussion amongst the European Commission, the Council and the European Parliament. She also explained that the Bus and Coach Regulation No 181/2011 is under a stakeholder consultation until July 2020, and a draft report will be submitted to the EC in November. The Sea and Inland Waterway Regulation No 1177/2010 is also under a similar evaluation process, with a report resulting from consultations expected for early 2021.
During the evaluation of the present regulations, EUD will continue to work for the full accessibility of all means of transport, and that full access to information and communication for deaf persons is guaranteed in line with Articles 9 and 21 of the UN Convention on the Rights of Persons with Disabilities.
