Public hearing on European Regional Development and Cohesion Policy at the European Economic Social Committee (EESC)

Sur le 6th of September EUD participated at the public hearing on European Regional Development and Cohesion Policy at the European Economic Social Committee (EESC). ‘Cohesion policy’ is the policy behind the projects all over Europe that receive funding from Cohesion Fund, European Regional Development Fund, European Social Fund. 

On 2et of May 2018, the Commission adopted a proposal for the next multi-annual financial framework (MFF) for the period 2021-2027. As part of the new MFF package the Commission proposed Common Provisions Regulation (CPR) which sets out common provisions for seven shared management funds. CPR aims at reducing fragmentation of rules and delivers a common set of basic rules for seven funds including Cohesion Fund, European Regional Development Fund, European Social Fund Plus.

European Economic Social Committee is drafting an opinion on the proposal on Common Provisions Regulation 2021-2027. Key points of the opinion were discussed during the public hearing. It was highlighted that EESC rejects the removal of the principles of promotion of equality between men and women, non-discrimination, accessibility of persons with disabilities, as well as of sustainable development from the new CPR proposal. Members of the European Economic Social Committee strongly recommend that Article 7 of the current CPR 2014-2020, which promotes equality and prevents discrimination based on disability, is reintroduced in the proposed new CPR 2021-2027. Moreover, it was highlighted that the CPR should ensure that during the selection of operations accessibility for persons with disabilities is ensured – this should be reflected in Article 67 of proposed CPR.

EUD will follow the legislative procedure on the new CPR 2021-2027 together with the European Disability and will advocate to have the principles of non-discrimination accessibility to be reintroduced.
