Evaluation of the European Disability Strategy 2010 – 2020 by NGOs and DPOs

Par 11th of April EUD attended the Strategic Dialogue meeting at the European Commission, organised by the European Commission’s Directorate-General for Employment, Social Affairs and Inclusion (DG EMPL) to discuss the evaluation of the European Disability Strategy 2010 – 2020.

Back in March 2019 the European Commission launched an online consultation specifically targeted at non-governmental organisations (NGOs) and organisations of people with disabilities (DPOs). The purpose of the consultation was to gather feedback from organisations representing people with disabilities on the implementation of the European Disability Strategy 2010 – 2020. EUD disseminated a consultation among its members – the National Associations of the Deaf and also participated in the consultation itself. The consultation was answered by 87 organisations from all member states, with an exception from Malta, Latvia and Estonia. Overall results reflect that participating organisations agree that the European Disability Strategy 2010 – 2020 has been effective in mainstreaming disability issues in the EU policy and legislation and helped implementing the UN CRPD in the EU, however not all objectives have been achieved and more EU resources for funding should have  been allocated to implement the targets listed in the EU disability strategy 2010 – 2020. Organisations representing people with disabilities indicated that more action will be needed in ensuring equality, accessibility, employment for people with disabilities. EUD highlighted that the upcoming European Disability Strategy 2020 – 2030, among others, must also address the lack of action of Member States to collect disaggregated data by disability type, as it is essential to measure the implementation of the UN CRPD for different groups of people with disabilities.

Soon, there will be a separate Open Public Consultation, to which individual citizens will be able to reply. EUD will encourage all disability rights advocates to answer the survey as this will aid the European Commission to evaluate the past strategy and to deliver the future European Disability Strategy 2020 – 2030.
