European Parliament adopted an encouraging position on the European Social Fund+ (ESF+) post 2020

On the 16de of January the European Parliament (EP) adopted its position on the proposal for the Regulation on the new European Social Fund+ (ESF+) for the period of 2021 to 2027. EUD welcomes European Parliament’s position on the new ESF+, since it is inclusive of people with disabilities and many provisions are in line with the obligations listed in the UN Convention on the Rights of Persons with Disabilities.

The position of the European Parliament for the Regulation on the new European Social Fund+ states that all actions undertaken under the new ESF+ should respect the UN Convention on the Rights of Persons with Disabilities. In particular, Member States should ensure that the new ESF+ promotes the inclusion of persons with disabilities in the society on equal basis with others and contributes to the implementation of the UN CRPD, with regards to education, work, employment and universal accessibility.

In the European Parliament’s position on the ESF+ post 2020, one of the specific objectives is to promote equal access to and completion of, high quality, affordable and inclusive education and training, in particular for disadvantaged groups, including people with disabilities, and promoting apprenticeships, learning mobility for all and accessibility for persons with disabilities. Furthermore, the EP’s position also highlights that all programmes implemented under the new ESF+ shall ensure accessibility to persons with disabilities also in terms of ICT, throughout their preparation, implementation, monitoring and evaluation, thereby enhancing social inclusion and reducing inequalities. Moreover, it aims at ensuring that programming and delivery of ESF+ funded actions ensure meaningful participation of social partners, civil society organisations, equality bodies, national human rights institutions and other relevant or representative organisations, and must be inclusive and accessible to persons with disabilities.

Now that the European Parliament has finalised its position for the Regulation on the new European Social Fund+, EUD is expecting the same from the Council of the EU. Once the Council of the EU defines its position, the discussions among the European Parliament, EU Member States and the European Commission will take place to define the final text of the Regulation on the new European Social Fund+.
