Cieľom EUD je dosiahnuť rovnosť a nediskrimináciu prostredníctvom ochrany ľudských práv všetkých nepočujúcich, preto sa EUD usiluje o zmysluplnú podporu, ochranu, monitorovanie a zvyšovanie povedomia o ľudských právach všetkých nepočujúcich v EÚ prostredníctvom svojej politiky, budovania kapacít a komunikačnej činnosti.
